| Business Residency Permit Requirements |
Foreign professionals, managers, executives and specialists who wish to work in Singapore should apply for an Employment Pass.
Overseas foreign professionals, existing and selected former Employment Pass holders may also apply for the Personalised Employment Pass. It is a new scheme to facilitate the contributions of global talent to Singapore. Unlike the Employment Pass, the Personalised Employment Pass is not tied to any employer and will be granted on the strength of an Employment Pass holder's individual merits. A Personalised Employment Pass holder is able to remain in Singapore for up to six months in between jobs to evaluate new employment opportunities. Employment Passes
P Pass For foreigners who hold acceptable degrees, professional qualifications or specialist skills and are seeking professional, administrative, executive or managerial jobs.
To be eligible for a P1 Pass, the applicant's fixed monthly salary must be more than S$7,000.
To be eligible for a P2 Pass, the applicant's fixed monthly salary must be more than S$3,500 and up to S$7,000 and he/she possesses recognized qualifications.
Q1 Pass For foreigners whose fixed monthly salary is more than S$2,500 and who possess acceptable degrees, professional qualifications or specialist skills. |
| Arrangements for Intra Company Transfers and Specicalists |
If the applicant is a regional representative, please submit:
- A copy of letter from the International Enterprise Singapore giving approval for the setting up of the Representative Office; and
A letter from the Representative's Office Headquarters stating the purpose of the application, the duration of the applicant's assignment and an undertaking for the maintenance and repatriation of the applicant. |
| Documentation Required |
- A copy of duly completed Form 8 (Employment Pass Application Form) for each applicant. A local sponsor (a well-established Singapore-registered company, normally the applicant's employer) is required for the application. Both the applicant and an authorised officer from the sponsoring company must sign the form. The form should be endorsed with the company's stamp / seal.
- A copy each of all the applicant's educational documents and past employment testimonials (Translated into English by their respective embassies if they are in other languages). If the applicant has ever held or applied for an Employment Pass during the last two years, he need not submit such supporting documents if the documents were given previously to MOM;
- A recent passport-sized photograph of the applicant taken within the last three months;
- A copy of the Travel Document page showing the applicant's personal particulars;
- An applicant who declares his place of birth as Singapore is required to complete a Personal Particulars Form and furnish relevant documents stipulated in the Personal Particulars Form when submitting the application;
- Applicants for the nursing, medical, teaching and legal professions must submit a copy of the certificate of registration with their respective professional bodies / accreditation agencies or relevant documents as stated:
- Nurse - Singapore Nursing Board
- Doctor - Singapore Medical Council / Traditional Chinese Medicine Practitioners Board
- Teacher - Singapore Ministry of Education
- Lawyer - Singapore Attorney-General's Chambers
- Dentist – Singapore Dental Council
- Companies / businesses registered with the Accounting and Corporate Regulatory Authority (ACRA) must produce the Business Profile / Instant Information from ACRA. Companies / businesses or professional practices not registered with the ACRA must produce registration papers from their respective professional bodies.
- For food establishments, a copy of its National Environment Agency Licence should be submitted with the application.

| Method of Lodgement |
With effect from 3 October 2005, an administrative fee of $10 will be charged for every Employment Pass application submitted. Employer may submit the application via (i) EP Online and pay using Visa / MasterCard or eNETS Debit; or (ii) SingPost post offices (MOM-appointed Collecting Agent) and pay using Cash, NETS or Cashcards.
The employer will receive an Acknowledgement Letter via fax if a fax number is given in the application form. Where fax transmission fails or where no fax number is provided, the letter will be sent by mail within two weeks from date of receipt of the application.

| Processing Time |
The processing time for Employment Pass application / renewal is about five weeks (for manual applications) and one week (for online submission) from the date of receipt of the application. It may be slightly longer during peak periods or when the case requires inputs from various economic agencies. The outcome will be mailed to the employer. |
| Length of Validity and Stay |
A first-time applicant may be granted Employment Pass of up to two years. The Employment Pass may be renewed for a period up to three years. |
| Application Fee |
$30 per year or part thereof for an Employment Pass S$30 per issue of a Multiple Journey Visa (if applicable) S$30 per issue of a Single Journey Visa (if applicable)

| Extension |
The employer will receive a Renewal Form from the Work Pass Division about two months before the expiry of the Employment Pass. If the Employment Pass is to be renewed, the Renewal Form must be completed and mailed to the Work Pass Division at least four weeks before the expiry of the Pass. Each renewal will be considered based on its own merits. |
| Rules Relating to Accompanying Dependants |
An Employment Pass holder (P1, P2, Q1) may apply Dependant's Passes for his / her spouse, unmarried or legally adopted children under 21 years of age.
An Employment Pass (P1, P2) holder may, in addition, apply for Long-Term Social Visit Pass for his / her

- Step children
- Spouse (common-law)
- Handicapped children
- Daughters (unmarried) aged above 21 years of age

| Review/Appeal Procedures |
When the application is rejected, an appeal may be made by mailing a completed Appeal Form to the Work Pass Division, Ministry of Manpower, 18 Havelock Road S(059764).
Depending on the complexity of the case, the processing time for reviewing the appeal is at least 3 weeks or more. The outcome of the appeal will be sent to the employer. |
